For a mine operator, a shutdown is a tightly planned period in which important plant or equipment is taken offline so work can be completed safely and efficiently before operations restart.

A shutdown is not simply a large number of tradespeople arriving to fix broken machinery. The work may have been planned for months — before the first worker boards a plane, teams may already have identified the maintenance scope, inspected equipment, ordered parts, prepared drawings, developed work packs, planned isolations, arranged cranes and scaffolding, allocated labour, booked accommodation, and created a detailed schedule.

Once the shutdown begins, that planning becomes physical work. The crew has a limited window to inspect, repair, replace, test and return the plant to service. That is why shutdowns can feel busy, structured and intense — and why employers need workers whose information, competency and availability are clear before mobilisation begins.

What Is a Mining Shutdown?

A mining shutdown is a planned period when part of an operation is stopped or taken out of service so maintenance, inspections, repairs, replacements or upgrades can be performed — an entire processing plant, one production area, a crusher, a conveyor system, a mill, a port facility, a power station, or a specific item of equipment.

Shutdowns are also called outages, turnarounds, maintenance shutdowns, planned outages or maintenance campaigns — terminology varies between industries, employers and sites. The main principle remains the same: operations are deliberately interrupted or reduced so work can be completed that would be difficult, inefficient or unsafe while the equipment is running normally.

Why Do Mines Need Shutdowns?

Mining and processing equipment operates in demanding conditions — heavy loads, vibration, heat, dust, abrasive material, corrosion, pressure, repeated movement and continuous operating cycles. Even well-maintained equipment experiences wear, and over time components may need to be inspected, adjusted, lubricated, repaired, rebuilt, upgraded or completely replaced.

Some maintenance can be completed while the rest of the operation continues. Other work requires the plant to stop — a crew cannot safely enter a crusher, replace a conveyor pulley or dismantle a major pump while the equipment remains energised and available for normal operation. The shutdown creates a controlled work window for these tasks.

Shutdown Work Is Not the Same as a Mine Closing

A maintenance shutdown is temporary. The intention is normally to return the plant to operation after the planned work is complete. It should not be confused with permanent mine closure, long-term suspension, care and maintenance, or a regulator stopping operations because of an unsafe condition. A routine maintenance shutdown is an operational event — mine closure and care-and-maintenance arrangements involve different business, environmental and workforce processes.

Planned Shutdown Versus Unplanned Shutdown

Planned Shutdown

A planned shutdown is scheduled before the work begins. The business may know shutdown dates, expected duration, scope, labour requirements and restart target. Planning may begin weeks or months earlier.

Unplanned Shutdown

An unplanned shutdown occurs when equipment or operations stop unexpectedly — a breakdown, equipment failure, structural damage, safety issue, or power failure. The immediate priority may be to make the area safe, identify the problem and determine what work is required. An unplanned shutdown can later develop into a large repair campaign, but the initial conditions are less predictable.

Opportunity Shutdown

A site may also add work when equipment becomes unexpectedly available — if production stops for one issue, planners may decide to complete another prepared maintenance task while the equipment is offline. The work still needs suitable planning, resources, risk assessment, isolation, competency and approval. A production opportunity is not permission to improvise unsafe maintenance.

Shutdown Work Versus Routine Maintenance

Routine maintenance is completed as part of normal ongoing operations — inspections, lubrication, servicing, minor adjustments, scheduled checks and responding to smaller defects. The maintenance team may work on a permanent roster and remain assigned to the same site.

Shutdown maintenance brings a larger work scope into a shorter period — major component replacements, internal inspections, structural repairs, relines, overhauls, conveyor maintenance, vessel entry and electrical upgrades. The workforce may expand significantly, joined by contractors, labour-hire workers, specialist technicians and project teams.

Ongoing site work includes the normal activities required to operate and maintain the mine throughout the year — production, operations, maintenance, processing, logistics and camp services. A permanent site role generally provides more continuity than short shutdown assignments; shutdown workers may move between employers, sites and projects as each campaign begins and ends.

Construction and Project Work

Some shutdown scopes may also involve construction work — installing new plant, modifying structures, adding platforms or replacing major systems. Whether an activity is legally considered construction work depends on the nature of the task. Where high-risk construction work is involved, additional requirements may apply, including a Safe Work Method Statement. Workers should follow the classification and systems established by the responsible organisation and site.

What Happens Before a Shutdown Begins?

The physical shutdown may last days or weeks — the planning phase can be much longer.

Scope Development

The site identifies work that needs to be completed, drawing from inspections, maintenance history, defect reports, condition monitoring, statutory requirements, engineering recommendations and unfinished work from previous shutdowns. An uncontrolled scope can make a shutdown impossible to schedule.

Work-Pack Preparation

A work pack may contain task description, drawings, procedures, parts, tools, labour requirements, access requirements, lifting requirements, permits and isolation information. The quality of the work pack affects how easily the crew can execute the task — workers should still compare the pack with actual site conditions, since a prepared document does not guarantee the equipment will look exactly as expected.

Materials and Equipment

Before the shutdown, the organisation may arrange replacement components, consumables, lifting equipment, cranes, scaffolding materials, specialist tools and temporary facilities. A missing component can delay several connected activities — shutdown planning depends heavily on logistics and sequencing.

Labour Planning

The workforce plan identifies how many people are required and when, including trades, supervisors, planners, engineers, operators, safety personnel, crane crews and scaffold crews. Not every worker is required for the entire shutdown — some crews mobilise early to prepare access, others arrive for the main execution period, and commissioning personnel may become more active towards the end.

Accommodation and Travel

Remote shutdowns may require flights, buses, rooms, meals and site access for a large temporary workforce. A worker can be technically suitable but still miss mobilisation because their information or travel position is unclear — that is one reason point of hire and availability matter.

The Shutdown Timeline

Stage 1: Mobilisation

Workers are recruited, screened and prepared for the site — document verification, employment paperwork, medical assessment, drug and alcohol screening, inductions and travel booking. The worker needs to respond promptly and accurately.

Stage 2: Preparation

Before the equipment stops, crews may prepare tools, materials, lifting plans, scaffolding, barriers and task documents. Some preparation can happen while operations continue, but it must not interfere with production or introduce uncontrolled risk.

Stage 3: Shutdown and Isolation

The plant is stopped through an approved process. Hazardous energy must be identified and controlled — electrical, mechanical, hydraulic, pneumatic, gravity, heat, chemical and stored pressure. Workers must follow the site’s isolation and verification process; equipment appearing stopped is not enough.

Stage 4: Execution

The main maintenance scope begins — often the busiest stage, with multiple crews working across connected tasks including inspections, dismantling, lifting, repairs, fabrication, electrical work, alignment and testing preparation. The sequence matters; one crew may need to finish before another can begin.

Stage 5: Scope Discovery and Change

Once equipment is opened or cleaned, the crew may discover damage that was not visible earlier, creating additional work. The shutdown team then decides whether the new scope should be completed immediately, temporarily repaired, deferred or redesigned. Workers should not independently expand the task simply because they have found another defect — changes require proper planning, control and approval.

Stage 6: Reassembly and Quality Control

After repairs or replacement, equipment is reassembled, with torque checks, alignment, weld inspection, lubrication and confirmation that tools and materials have been removed. Small omissions at this stage can create major problems during startup.

Stage 7: Testing and Recommissioning

Before normal operation resumes, the site may perform electrical testing, controlled movement, no-load testing and commissioning checks. Personnel need to know when the equipment is returning to an energised state — testing must not begin while workers remain exposed inside the work boundary.

Stage 8: Startup

The plant is gradually returned to service while teams monitor vibration, temperature, leaks, alignment, pressure and process behaviour. The equipment may not immediately return to full production — startup can involve controlled adjustment and further inspection.

Stage 9: Demobilisation

Temporary crews leave the site as their work is completed — returning tools, closing documentation, completing handovers and reporting outstanding defects. Some workers may remain for post-shutdown support; others are demobilised as soon as their assigned scope is complete.

Stage 10: Review

After the shutdown, the organisation may review safety, schedule, costs, quality, delays and lessons for the next event. Workers can also review their own experience and update their professional records.

Why Shutdowns Feel So Busy

Production Is Waiting

When major plant is offline, production may be reduced or stopped, creating schedule pressure. However, production pressure does not remove the requirement to control risks.

Many Crews Are Working Together

Operators, maintainers, electricians, fitters, boilermakers, welders, riggers, scaffolders, crane operators, inspectors, engineers, planners and safety personnel may all be present at once. One crew’s work can directly affect another.

Conditions Change

Equipment may be more damaged than expected, parts may not fit, access may need modification, and weather may affect lifting. The shutdown plan needs enough structure to control the work and enough flexibility to respond properly.

The Work Is Interdependent

A mechanical crew may be waiting for isolation, scaffold, electrical disconnection or crane access. One delay can affect several later activities — that does not mean workers should bypass controls to recover the schedule; it means communication and handover become extremely important.

The Workforce Is Temporary

Some workers may never have worked together before, coming from different employers, industries, sites and experience levels — making clear roles and site-specific communication essential.

Who Works on a Mining Shutdown?

Shutdowns require far more than one trade. Mechanical fitters work on pumps, gearboxes, bearings, conveyors and crushers. Boilermakers complete chute repairs, wear-plate replacement, structural repairs and fabrication. Welders handle structural, pipe and coded work. Riggers and doggers select lifting equipment, sling loads and direct cranes. Crane operators lift and position heavy plant. Scaffolders create temporary access, often before the main maintenance task can begin. Electricians support isolation, disconnection, testing and commissioning. Instrumentation technicians inspect, calibrate and replace process instruments.

Trade assistants support crews by moving materials, preparing tools and maintaining housekeeping — remaining within their training and authorised scope. Operators help shut down plant and communicate process status. Planners and schedulers turn maintenance needs into executable work. Supervisors and leading hands coordinate people, tasks, safety and handover. Engineers and reliability personnel support technical decisions and design. Inspectors complete weld inspection and quality verification. Safety personnel support risk management and incident response. Stores and logistics workers control parts and material delivery. Camp and support services manage accommodation, food, cleaning and transport for the larger workforce.

What Does a Shutdown Shift Look Like?

A typical shutdown shift may include waking and preparing at camp, bus travel to site, a pre-start meeting, crew allocation, review of work pack and JHA, permit and isolation checks, inspection of the work area, task execution, breaks and progress updates, housekeeping, shift handover, transport back to camp, and recovery.

During the shift, workers may spend time waiting for access, waiting for another crew, or reviewing a changed scope. Waiting does not mean the shutdown is unplanned — it often reflects dependencies between complex activities. Workers should use waiting periods safely and remain available for instructions.

Day Shift and Night Shift

Shutdowns often operate 24 hours a day. Night shift can involve different supervision, fewer support personnel, reduced visibility, greater sleep difficulty and fatigue during early-morning hours. The handover between shifts is critical — the incoming crew should understand what was completed, what remains, which defects were found, current equipment condition, and permit and isolation status. A poor handover can result in duplication, confusion or unsafe assumptions.

Why Safety Matters Even More During a Shutdown

Shutdowns can combine temporary workers, changed plant conditions, many contractors, unusual access, high-risk lifting, stored energy, schedule pressure, night work and simultaneous operations. This does not mean shutdowns must be unsafe — it means the hazards need to be recognised and controlled deliberately.

Isolation

Maintenance may expose workers to hazardous energy. Workers must follow the site’s isolation process and never assume equipment is safe because it has stopped, a control screen shows it offline, or another person says it is isolated.

Line of Fire

Many shutdown tasks involve movement or released force. Task planning should consider where energy or material could travel if something fails or releases unexpectedly.

Simultaneous Operations

Several crews may work around the same plant. Workers must understand how their activity interacts with others — do not assume that another crew knows what you are doing.

Working at Height

The correct fall-prevention and access controls depend on the task. A Working at Heights certificate does not replace the site’s planning, equipment, supervision or rescue arrangements.

Confined Spaces

Confined-space work may require a permit, atmospheric testing, isolation, communication and standby personnel. Holding a training certificate does not allow independent entry outside the approved process.

Lifting

Lifts need suitable equipment, verified lifting points, competent personnel and a method appropriate to the load. Improvised lifting points and unplanned changes can have serious consequences.

Fatigue

Long shifts and night work can reduce concentration, memory, coordination and judgement. Shutdown deadlines do not make fatigue disappear — workers should raise fatigue when it affects safe performance.

Scope Change

A shutdown scope can change once equipment is opened. Workers should stop and reassess when the equipment condition is different, a new task is added, or the original control no longer works. Do not stretch an old JHA to cover an entirely different task.

What Employers Look for in Shutdown Workers

Qualifications and tickets matter, but employers assess the overall worker.

Correct Occupational Fit

A FIFO profile that says only “mine worker” does not show whether the person is a fitter, boilermaker, rigger or operator. Your main occupation should be clear.

Relevant Qualifications

Where a trade qualification, HRWL or occupational licence is required, the worker needs the correct evidence — a short safety course does not replace a trade, and a lower licence class does not authorise a higher class of work.

Practical Experience

Experience should be described specifically — “Fixed-plant fitter with shutdown experience across conveyors, pumps, gearboxes and crusher maintenance” is more useful than “Experienced mining worker.”

Current Tickets and Licences

The employer needs to know what you hold, the correct class, current status and whether the evidence meets client requirements. Do not state that all tickets are current without listing them.

Availability

A highly experienced worker may still be unsuitable when their dates do not match. Use exact availability — “Available 8–22 September 2026” rather than “Available anytime.”

Location and Point of Hire

A role advertised as FIFO ex Perth does not automatically include travel from another state — state where you live, where you can depart from, and whether you are prepared to self-fund connecting travel.

Site Experience, References, Communication and Reliability

Site experience can ease mobilisation but does not replace local induction. A recent supervisor may confirm duties, competency and reliability. Workers who answer calls and submit documents correctly are easier to progress. A shutdown crew depends on the expected headcount — late withdrawal and double booking can leave a gap in the plan.

Safety Behaviour

Employers need workers who follow procedures, participate in risk assessment, report hazards and stop when conditions are unsafe. A worker who completes tasks quickly but bypasses controls is not a strong shutdown worker.

What “Site Ready” Really Means

Site-ready should not be treated as a vague badge. A genuinely prepared worker normally has several parts in place: professional readiness (clear occupation, current résumé, accurate site experience), document readiness (qualifications, licences, clear copies, current status), availability readiness (exact dates, no double booking, realistic recovery), travel readiness (confirmed location, point of hire understood), mobilisation readiness (responsive communication, completed inductions), and fitness-for-work readiness (adequate recovery, ability to perform the role safely).

A worker may be strong in one area and still not be fully ready overall.

Can Shutdown Work Help You Get into Mining?

Shutdowns can provide an entry pathway when the worker already brings something valuable — trade qualification, industrial maintenance experience, construction experience, warehousing or logistics experience, or demonstrated experience in a connected role. A person does not become suitable simply because they have purchased several mining-related tickets — employers still need a reason to select them for the crew.

New-to-Mining Tradespeople

A trade-qualified person from manufacturing, ports, construction or power generation may have transferable experience — a fitter may already understand pumps, bearings, conveyors and isolations; a boilermaker may already understand fabrication, structural repairs and lifting coordination. The worker should explain the connection accurately without pretending another industry is identical to mining.

Trade Assistants

Trade-assistant roles may offer exposure to shutdown work, valuing industrial experience, safe tool use, materials handling and reliability. A trade assistant must not present themselves as qualified to complete licensed or trade work independently — the role can become a pathway towards stronger experience, references or an apprenticeship.

Utility and Camp Workers

Shutdowns can also increase demand for camp and support services. Workers with commercial cleaning, kitchen, housekeeping, hospitality or warehousing experience may find relevant opportunities essential to the shutdown system, even when not inside the processing plant.

First Shutdown Expectations

Your first shutdown may feel intense, with unfamiliar terminology, many contractors and rapid task changes. Focus on arriving prepared, listening, asking questions, staying within competency, maintaining housekeeping and following the local system. Do not try to impress the crew by rushing or pretending — a reliable first-shutdown worker is remembered for the right reasons.

Permanent Versus Casual Shutdown Work

Shutdown workers may be employed through casual labour hire, fixed-term contract, permanent employment with a shutdown contractor, direct employment by the mine, or specialist subcontracting. The arrangement affects job security, leave, hourly rate, allowances and overtime. A high casual hourly rate may reflect the absence of some permanent entitlements and the possibility of gaps between assignments — read the employment terms rather than comparing only the headline rate.

How Long Does a Shutdown Last?

There is no standard duration — a shutdown may last one shift, a weekend, several days or longer. A worker’s engagement may be shorter or longer than the total shutdown; scaffolders may mobilise before the main outage, execution crews may cover the central window, and commissioning personnel may remain later. Do not assume that a ten-day shutdown guarantees every worker ten paid days — confirm the actual employment dates and cancellation conditions.

What Happens When a Shutdown Finishes Early?

A shutdown can finish early when work is completed ahead of schedule, scope is removed, or labour requirements reduce. Casual and project-based workers should understand what their agreement says about minimum engagement, demobilisation and cancellation. Do not spend future income before the shifts are worked.

Can Shutdown Work Become Ongoing Work?

Yes, but it is never guaranteed. A worker may receive future opportunities because they demonstrated reliable attendance, good communication, useful competency, safe behaviour and consistent performance — possibly leading to another shutdown, a longer maintenance contract, a permanent roster, or a leading-hand opportunity. Shutdowns allow employers and workers to see how they operate together — treat every assignment as part of your professional history.

Building a Shutdown Career

A shutdown career becomes stronger through repeated evidence, not only repeated applications. After each engagement, record employer, dates, role, site type, plant area, major tasks, equipment, new competencies and supervisor or referee. Keep tickets current and update availability. Over time, your profile becomes easier to understand, showing progression from a first industrial role to a first shutdown, to repeated fixed-plant exposure, to broader equipment experience.

  • Buying random tickets without a defined pathway

  • Claiming equipment experience too broadly
  • Sending unreadable documents
  • Double booking the same dates with two employers
  • Ignoring recovery between jobs

Shutdown-Ready Worker Checklist

Before applying, confirm your target role is clear, your profile reflects real experience, qualifications are listed accurately, licence classes are correct, documents are readable, location and point of hire are understood, and availability uses exact dates.

Before mobilisation, confirm employment terms are understood, medical and screening requirements are complete, inductions are complete, travel is confirmed, and fatigue and recovery are considered.

On site, confirm induction is complete, the task and boundaries are understood, permits and isolations are verified, and stop-work triggers are clear.

After the shutdown, update your work history, save payslips, add new equipment exposure, and update your next availability.
