Pre-starts, JHAs, toolbox talks and walkarounds are not interchangeable paperwork. Each supports a different part of planning, consultation and hazard control before and during the work.

Pre-starts, JHAs, Toolbox Talks and Walkarounds: What Workers Need to Know

Mining and shutdown workers encounter several safety processes before a task begins — a pre-start, a JHA, a toolbox talk, a Take 5, and a walkaround of the work area before touching a tool.

To a new worker, these activities can look repetitive. To an experienced worker under shutdown pressure, they can begin to feel like paperwork standing between the crew and the job. That is when the process is most likely to lose its value.

Each tool serves a different purpose. Together, they should help the crew understand what work is planned, who is involved, which hazards are present, how the risks will be controlled, what has changed, and when the task must stop and be reassessed.

The documents are not the control by themselves. Their value comes from the quality of the thinking, consultation and action behind them.

The names and forms vary between employers and sites. The principle does not: understand the work, inspect the reality, control the hazards and reassess when anything changes.

1. What Is a Pre-start Meeting?

A pre-start is a meeting held before the crew begins the shift or work period. It is generally used to share information that affects the whole crew or work area — planned work, production or shutdown priorities, incidents and near misses, weather, heat, fatigue, mobile equipment, changed access, isolations, overlapping work, emergency information and lessons from the previous shift.

What a Pre-start Is Not

A pre-start is not normally a complete task risk assessment for every job on the shift. A ten-minute general meeting cannot replace detailed planning for a complex lift, confined-space entry, working at height, breaking containment or a major component change-out. The pre-start establishes the broader picture — the task-level assessment must still occur before the specific work begins.

What Workers Should Listen For

Pay particular attention to changes since the previous shift, incidents involving similar work, nearby operations, restricted areas, weather warnings, simultaneous work and isolation changes. Information may affect you even when your task is not mentioned directly — crane movements may change pedestrian access, scaffold work may affect the area below, or weather may affect lifting and height work.

Ask Questions During Pre-start

Workers should be able to ask which area is restricted today, whether the access route has changed, who controls the isolation, and which crew is working above or below. Do not remain silent because the meeting has already run for ten minutes — a short question before work can prevent a much longer problem later.

Avoid the Attendance-Only Mindset

Signing a pre-start attendance sheet proves that you were recorded as present. It does not prove that you heard the information, understood it, or that the hazards were controlled. Put the phone away, stop unrelated conversations, and listen for information that changes your work.

2. What Is a Toolbox Talk?

A toolbox talk is a focused discussion with workers about a particular work health and safety issue, task, event or lesson — a recent incident, dropped objects, line-of-fire risk, heat stress, isolation expectations, housekeeping, fatigue, or an upcoming work scope.

Toolbox Talks Should Be Discussions

A toolbox talk should not be one person reading a page while the crew waits for it to end. Workers should have an opportunity to ask questions, explain what happens in practice, identify conflicts and raise hazards the written material may have missed. The workers performing the job often know where access becomes difficult, which tool creates a problem, and which part of the process regularly changes — that knowledge should be used.

Make the Topic Relevant

A toolbox talk is more useful when it connects to the crew’s current work. Before a conveyor shutdown, relevant topics might include stored energy, belt movement, isolation, suspended loads, pinch points and line of fire. A generic office-slips presentation will not replace discussion of the actual shutdown risks facing the crew.

After an Incident or Near Miss

A toolbox talk may be used to share lessons following an event. Focus on what happened, what conditions contributed, what controls failed or were missing, and what workers need to do differently — avoid turning the session into public blame. If workers believe that reporting a mistake will lead only to humiliation, important information may stay hidden.

3. What Is a JHA or JSA?

A Job Hazard Analysis, or JHA (some workplaces use Job Safety Analysis, or JSA), is a task-level risk assessment. The process generally involves defining the task, breaking it into logical steps, identifying hazards at each step, assessing the risk, selecting controls, assigning responsibilities, confirming that the crew understands, and reviewing the assessment when conditions change.

Example: Pump Replacement

A simplified job sequence may include confirming scope and equipment, establishing work area and access, verifying isolation, disconnecting services, setting up lifting equipment, removing the pump, inspecting and preparing the base, installing the replacement, aligning and reconnecting, inspecting the completed work, and clearing personnel and tools before supporting testing.

Each step creates different hazards — stored pressure, electrical energy, suspended loads, pinch points, line of fire, poor access, spills, manual handling and unexpected movement. Writing only “Be careful and wear PPE” does not adequately control those hazards.

The JHA Must Match the Job

A copied JHA may provide a starting point, but it should never be accepted automatically simply because the task has been performed before. Check whether it matches the exact equipment, work area, access, crew, plant condition, isolation, lifting method, tools and surrounding operations. A pump change-out in a clean workshop is not the same as one beneath operating plant, beside mobile equipment, or during night shift.

Break the Job into Useful Steps

If the steps are too broad, important hazards disappear. “Remove gearbox” may actually involve isolating and verifying, removing guards, disconnecting coupling, disconnecting lubrication lines, installing lifting equipment, taking load, removing fasteners, freeing seized interfaces, and lifting and transferring. Each sub-step may expose workers to different energy sources and line-of-fire risks.

Involve the People Performing the Work

A JHA should not be prepared only by someone who will never visit the work area. The workers performing and supervising the task should be involved because they understand task sequence, equipment behaviour, access, tools and practical limitations. The crew should review the document together before starting, with enough opportunity to identify missing steps, unclear controls and differences between the plan and actual conditions.

Use the Hierarchy of Controls

Risk control should begin by asking whether the hazard can be eliminated. Where elimination is not reasonably practicable, consider higher-order controls before relying on administration and PPE. The general order: eliminate the hazard, substitute it, isolate people from it, use engineering controls, use administrative controls, use PPE. Several controls may be used together.

Example — working below an overhead task: weak controls include wearing a hard hat and staying alert; stronger controls may include rescheduling the work so crews are not vertically aligned, establishing a physical exclusion zone, and securing tools and materials. PPE remains important, but it should not be the only response.

A JHA Is an Administrative Control

The JHA helps identify, communicate and organise controls. The paper itself does not stop energy, movement, falling objects, vehicles or pressure. The physical and procedural controls described in the JHA must actually be implemented — writing “establish exclusion zone” achieves nothing if no barriers are installed and access remains open. The work area must match the document.

Everyone Must Understand Their Role

Before signing, every worker should know the job objective, their responsibilities, work sequence, hazards, controls, boundaries, emergency actions and stop-work triggers. Workers should not sign when they did not participate, cannot understand the document, or do not agree that the controls are adequate. Ask for the information to be explained in a way you understand.

4. What Is a Take 5?

A Take 5 is a short personal or small-team risk check completed immediately before or during work. The idea is to pause and consider: What am I about to do? What can hurt me or somebody else? Are the required controls in place? Has anything changed? Is it safe to continue?

A Take 5 does not replace a JHA, SWMS, permit or isolation — it helps connect the broader plan to the immediate moment.

When to Take 5

Before entering the work area, before starting a new task step, after a break, after another crew enters the area, when conditions change, and before restarting.

Avoid Automatic Answers

A Take 5 loses value when workers select the same answers without looking around. Do not complete it in the crib room before seeing the task — look at access, ground conditions, plant status, lighting, nearby people, overhead work and weather. The immediate environment may contain hazards that were not visible during planning.

5. What Is a Walkaround?

A walkaround is a physical inspection of the workplace or task area, helping workers compare the planned work with actual conditions. It may be completed by a supervisor, work crew, HSR, operator, maintainer or another competent person.

What to Look For

Access and egress: is the approved route clear, are stairs and platforms serviceable, are escape routes available? Ground and housekeeping: trip hazards, wet or oily surfaces, controlled hoses and leads. Plant and equipment: what can move, start, rotate or release energy; is equipment damaged; are guards in place? Work above and below: is another crew working overhead, could tools or material fall? Mobile equipment: are vehicles operating nearby, are blind spots controlled? Energy sources: electrical, hydraulic, pneumatic, mechanical, gravity, thermal, pressure, chemical, stored energy. Environment: lighting, noise, heat, dust, wind, rain, fumes, visibility. Emergency arrangements: is emergency access maintained, where is the nearest escape route?

Walk the Full Task Path

Do not inspect only the point where the tool will be used — follow the whole sequence, including access, isolation points, lifting route, landing area and testing boundaries. A hazard may exist 20 metres away from the main work front but still affect the task.

Speak with People in the Area

Ask operators, maintainers and other crews what has changed, whether the equipment is behaving normally, and what other work is planned. A drawing or work pack may not capture the latest operational condition.

6. Equipment Pre-start Inspections

A plant or equipment pre-start is different from the crew pre-start meeting. It is an inspection performed before operating or using a vehicle, mobile plant, lifting equipment, EWP, forklift or power tool — checking for visible damage, leaks, guards, controls, alarms, brakes, emergency stops and fluid levels.

Do Not Tick Without Checking

A pre-start inspection is not completed by copying yesterday’s form. Physically inspect and test what the procedure requires. If a defect is found, stop before using the equipment where required, prevent unintended use, and report and record the defect through the correct system. Do not assume the previous operator must have already reported it.

Know the Defect Categories

Understand which defects make equipment immediately unsafe, which require isolation or tagging out, which can be monitored, and who can authorise continued use. A production deadline does not give an operator authority to ignore a safety-critical defect.

7. What Is a SWMS?

A Safe Work Method Statement, or SWMS, is required for applicable high-risk construction work. It must describe the high-risk construction work, associated hazards and risks, measures to control those risks, and how the controls will be implemented, monitored and reviewed.

A SWMS is not required for every mining or maintenance task simply because the task is hazardous — it applies to work meeting the legal definition of high-risk construction work. Other risk assessments and safe systems of work are still required for hazardous non-construction activities.

JHA Versus SWMS

A JHA is a commonly used task risk-assessment tool. A SWMS is a specific legal document for high-risk construction work. A workplace may use both — for example, the SWMS may define the overall high-risk construction method, the JHA may address the particular site and day’s conditions, and the Take 5 may confirm immediate task conditions. Do not assume one automatically replaces all the others.

Work Must Follow the SWMS

Where a SWMS applies, the work should be carried out in accordance with it. If the work is not being performed as described, it should stop where required and the statement should be reviewed. A SWMS sitting in an office has no value if the crew uses a different method in the field.

8. Permits and Isolations

JHAs and pre-starts often interact with permits and isolation systems — they are not substitutes for them. A permit may authorise or control confined-space entry, hot work, excavation, working at height or breaking containment. An isolation system controls hazardous energy.

The JHA may identify the need for a permit, isolation, testing or lockout — but writing “equipment isolated” on the JHA does not prove that isolation has been completed. Workers must follow the site’s actual isolation and permit process.

Verify Before Work

Confirm correct equipment, correct isolation boundary, zero-energy state where required, permit status, lock and tag requirements, and what testing or verification is needed. Do not rely only on verbal assurance, equipment appearing stopped, or somebody saying it was isolated last shift.

9. What Happens When Conditions Change?

A risk assessment is based on a particular set of conditions. When those conditions change — different equipment condition, altered access, new crew, weather, scope change, fatigue, or deviation from the planned method — the assessment may no longer be valid. The correct response is to stop and reassess.

Use a Simple Change Test

Ask: Is this still the same task? Is the work being performed in the same way? Are the hazards the same? Are the controls still effective? Does the permit or isolation still cover the task? If the answer is no or uncertain, pause.

Do Not Stretch the Original Scope

A common shutdown problem occurs when a small additional task is treated as though it is already covered. “While we are here, we may as well remove that damaged bracket” may introduce hot work, changed access, new stored energy or extra lifting. Convenience does not mean the existing assessment covers it.

10. Line of Fire

Line-of-fire exposure exists when a person is positioned where released energy, movement or material could strike them — beneath a suspended load, in front of a tensioned component, between moving plant and a structure, or in the path of pressure release. Consider at every task step: what can move, what can fall, what can release, where will it travel, where are people positioned?

“Keep hands clear” is not enough when the entire body remains in the danger zone. Change the method, position, equipment, restraint or sequencing to remove people from the exposure where reasonably practicable.

11. Stored Energy

Stored energy is a major issue in maintenance work, remaining in hydraulic accumulators, compressed air, springs, suspended components, tensioned belts, pressure vessels, electrical systems and raised plant. Equipment being switched off does not mean every energy source has been removed.

The task assessment should consider all energy types, how they are isolated, how stored energy is released or restrained, and how zero energy is verified. Do not begin dismantling until the relevant system has been made safe under the approved process.

12. Simultaneous Operations

Shutdowns place many crews in the same area. One task can create risk for another — hot work near flammable material, lifting above another crew, testing while workers remain inside the boundary. The risk assessment should consider the whole work area, not only your own task. Coordinate through supervisors, permit systems, pre-starts and radio communication — do not assume the other crew knows what you are doing.

13. Stop-Work Triggers

A good JHA should make it clear when work must stop — isolation cannot be verified, conditions do not match the plan, equipment is damaged, weather exceeds limits, permit expires, communication is lost, or a worker becomes fatigued or unwell. Workers should know who to contact and what is required before restarting. Stop-work authority is useful only when workers can exercise it without being pressured to continue.

14. Signing Safety Documents

Your signature may confirm that you participated, received information, understood the task, or agreed to follow the controls. Read the statement above the signature. Before signing, check whether the task is correct, whether you were present for the discussion, and whether the controls are actually in place. Never sign in advance for another shift or another person, and never falsify an attendance, inspection or risk-assessment record.

15. Language, Literacy and Understanding

Safety information must be communicated in a way workers can understand. That should be managed through suitable communication, not embarrassment — plain language, diagrams, photographs, demonstration, translation support, and asking workers to explain the method back. Nodding does not always mean understanding; supervisors should check comprehension rather than asking only “Everyone good?”

You can say: “Can you explain that step again?” or “I understand the task, but I do not understand that control.” A professional crew would rather answer the question before starting than investigate an incident later.

Common Process Failures

  • Reusing an old JHA without reviewing it — similar task does not mean identical conditions
  • Writing generic hazards such as “slips, trips and falls” when major hazards include stored energy or pressure
  • Using PPE as the main control instead of higher-order controls
  • Completing the JHA away from the job instead of inspecting the actual work area
  • Excluding the crew from planning despite their practical knowledge
  • Signing without understanding
  • Failing to review after a change in scope or conditions
  • Treating pre-start as the task assessment
  • Recording a defect but continuing anyway
  • Making the form so long nobody actually uses it in the field

A Practical Worker Review

Before starting a task, ask: What are we doing? Who is in control? Is everyone trained and authorised? What can move, fall, rotate, pressurise or energise? How is it isolated and how is the safe state verified? Is access safe and is emergency access maintained? Are tools suitable and serviceable? Are the written controls physically in place? Has anything changed since planning?

Example: Weak and Strong JHA Thinking

Weak entry — task step: remove seized pin. Hazard: injury. Control: wear gloves and be careful. This does not explain how the pin is loaded, what force will be applied, where it may travel, or where workers will stand.

Stronger thinking — task step: release and remove seized pin from linkage. Potential hazards: stored mechanical force, sudden pin release, hammer or tool recoil, flying fragments, line-of-fire exposure, pinch points. Possible controls: confirm equipment isolation and mechanical restraint, inspect the linkage and determine load direction, support the component before applying force, establish an exclusion zone, position workers outside the expected release path, use guarding where practical, wear task-appropriate eye, hearing and hand protection, and stop if the component does not respond as expected.

The exact controls must be developed for the real equipment and workplace. The stronger example shows the level of thinking required.

Supervisor Responsibilities

Before work, supervisors should ensure the scope is understood, competent workers are assigned, task assessments are suitable, and required permits and isolations exist. During work, they should monitor compliance with controls, changing conditions, worker positioning and fatigue. After work, they should ensure the area is left safe, defects are reported, and permits are closed correctly. Supervision does not mean standing over every worker constantly — it means ensuring the work remains controlled.

Worker Responsibilities

Workers should attend required meetings, listen and participate, follow the agreed method, inspect the work area, remain within their competency, report hazards, and stop when conditions change. Workers should not sign blindly, bypass a control to save time, remove barriers without authority, or continue outside the planned scope. Consultation works only when workers contribute honestly.

Quick Reference Checklist

At pre-start: listen for changes, confirm work area, note simultaneous operations, ask questions, know who you report to.

At the work area: complete the walkaround, compare conditions with the plan, check access and egress, identify energy sources.

Before signing the JHA: understand the scope, review every task step, identify line-of-fire exposure, confirm controls are actually available.

Before starting: verify permits and isolations, inspect tools and equipment, establish barriers, complete the immediate risk check, know the stop-work triggers.

During the task: follow the approved method, watch for changing conditions, maintain housekeeping, stop when the plan no longer fits reality.

After the task: leave the area safe, account for tools and materials, report defects, complete handover, close permits correctly.

The Bottom Line

Pre-starts, toolbox talks, JHAs, Take 5s and walkarounds are not five names for the same form. They support different parts of safe work — the pre-start shares the shift picture, the toolbox talk creates focused consultation, the JHA plans the specific job, the Take 5 checks the immediate moment, and the walkaround compares the plan with reality.

None of them works when treated as automatic paperwork. A signature cannot control hazardous energy. A meeting cannot replace an inspection. An old JHA cannot predict every changed condition.

The worker’s responsibility is not to complete the form as quickly as possible. It is to understand the work, challenge missing controls and stop when reality no longer matches the plan.
